Procurement Manager – Finance – (Administration)

The mission of the Allen Institute administration team is to provide support and structure to the scientific divisions. Coinciding with the team science approach, administration helps facilitate team learning and the overall mission of the Institute.

The Procurement Manager will be responsible for managing the Allen Institute procurement operations and strategy. They will establish and cultivate a positive and professional work environment. This role manages a team and works under minimal supervision with wide latitude for independent judgment.

Essential Functions

  • Procurement:
    • Head of procurement function, responsible for overseeing and managing the entire procurement operations and strategy
    • Lead, train, develop and mentor the procurement team
  • Strategic Procurement:
    • Identify and implement cost savings and process improvements through analyzing market trends, cost-benefit analysis
    • Implement procurement best practices by collaborating with internal stakeholders to understand their current procurement needs and provide solutions for future needs
  • Operational Procurement:
    • Responsible for day-today procurement activities, including purchase requisitions, purchase orders, order processing and vendor management
    • Identify and implement process improvements through collaborating with internal stakeholders to understand their procurement needs
    • Streamline administrative tasks, such as documentation, record-keeping, and meeting coordination
    • Own procurement reports and KPIs. Present reports and key procurement metrics, such as Open Purchase Orders (quantity, amount, reason still open, etc.), cost savings, supplier performance, etc.
    • Ensure compliance with company policies and industry regulations
  • Sourcing and Contracting:
    • Identify potential suppliers, negotiating contracts, and managing relationships
    • Identify sourcing risks and present alternative solutions
  • Ethics and Compliance:
    • Responsible for ethics and compliance, ensuring procurement activities adhere to legal and ethical standards and conduct audits and provide training on compliance issues
  • Technology and Systems:
    • Analyze current procurement software solution for effectiveness and efficiency with user input
    • Make recommendations for current software improvements and / or other software solutions
    • Work collaboratively with IT to implement enhancements
    • Responsible for travel- and procurement-related technology and system support

Required Education and Experience

  • Bachelor’s degree or equivalent combination of degree and experience
  • Minimum 10 years of related purchasing experience
  • Experience managing, training and mentoring staff
  • Understanding and working knowledge of larger ERP, procurement applications, and procurement architecture
  • Ability to analyze, troubleshoot, make suggestions, and implement changes in a highly collaborative environment
  • Proven ability to successfully analyze and communicate key insights through effective reporting , developing a network of key stakeholders the manager communicates with on a regular basis and other methods

Preferred Education and Experience

  • 15 years’ experience purchasing scientific supplies and equipment (e.g., hospitals, research institutions, Universities, etc.)
  • Experience with Oracle Cloud and ability to run Oracle queries
  • Microsoft Office Suite (PowerBI, Excel)
  • Experience working with Concur Travel
  • Certified Procurement Manager (CPM)

Physical Demands

  • Fine motor movements in fingers/hands to operate computers and other office equipment

Position Type/Expected Hours of Work

  • Occasional evening and weekend hours may be required
  • This role is currently able to work in a hybrid work environment. We are a Washington State employer, and any remote work must be performed in Washington State

Annualized Salary Range

$108,350 - $158,900*

* Final salary depends on the required education for the role, experience, level of skills relevant to the role, and work location, where applicable.
